PRESS CONFERENCE CONDUCTED BY DIRECTOR GENERAL, RAILWAY PROTECTION FORCE


Shri Arun Kumar, IPS/DG/RPF/ New Delhi has conducted Press Conference regarding review of Safety/ Security arrangement over South Western Railway today 05.01.2019. He was speaking about various measures of Safety and Security and told in view of threat perception and for ensuring Safety/ Security of passengers especially women and children, RPF/SWR has launched various innovative security measures like Operation Nanhe Farishte, Operation Shakthi, Operation Night Hawk, Live train Monitoring etc beside conducting regular/random drives/checks against anti social elements. For success of these Operations, special teams under the leadership of Smt. Debasmita Chatopadyay, Security Commissioner, Rail Wheel Factory, with dedicated teams in each Division consisting of young and energetic Officers/staff particularly women staff have been constituted and assigned with following task:

i.Moving in affected/vulnerable section/train.

ii.Attending important and vulnerable late night/wee hour trains at major stations.

iii.Conducting surprise escort of important and vulnerable trains during night/wee hours.

iv.Attending ladies coaches and ensuring that unauthorized persons are not travelling, if found, handing over of the defaulter to the nearest Post/OP.

v.Attending ladies passenger and ensuring hassle free journey duly solving any issues pertaining to them.

vi.Creating awareness among lady passengers regarding SHL-182, Twitter etc

vii.Interacting with lady passengers and briefing them regarding the precautionary measures to prevent drugging and other passenger related offence.

During the year 2018 (up to November)-30740 cases were booked under the provision of Railway Act 1989 (Amended time to time) and Rs. 91,60,890/- imposed therein as fine by the jurisdictional courts. Apart from the above legal action, general public are being educated o­n Safety/Security related issues. The action of RPF has a deterrent effect o­n the offenders and in the process helped in improving and maintaining punctuality and a check o­n crime against passengers particularly women and children.

In addition to all the above, in order to have proper access control over important Railway Stations of SWR, a special/pilot check is introduced at all authorized/unauthorized entries of Hubballi Railway station in coordination with sister departments and GRP. Wherein Rail users and Railway staff are being regulated through proper entries after checking of their tickets/identity cards etc. All unauthorized entries such as from Gadag Road near SSE/Electrical Office (in front of Hubballi RPF Post), yard area towards Gadag end, Mantur Road running beside VVIP entry/PF No.1 etc are being closed/manned from 00.00 hrs to 06.00 hrs to have proper access control. Closing and locking of all the stabled coaches in and around station premises is also being ensured in order to avoid usage of the same by unauthorized elements. Exclusive staff with Arms are also been deployed for patrolling over the station premises and to meet any eventualities.

R.C Puneetha, Chief Material Manager /SWR; Smt E.Vijaya, Deputy General Manager & Chief Public Relation Officer / SWR, Shri M. Suresh, Sr. Divisional Security Commissioner/Bengaluru Division; Smt. Debashmita Chattopadhyay, Security Commissioner, Rail Wheel Factory / Yelahanka, Shri Abhisek Kumar Sr. Security Commissioner Rail Wheel Factory, Yelhanka; Shri V.C Mallikarjun, Sr. Divisional Security Commissioner,Railway protection Force, Hubballi other officers and Railway Protection personnels were present in this occasion.

THE HIGHLIGHTS OF PERFORMANCE OF RPF/SOUTH WESTERN RAILWAY FOR THE YEAR 2017 & 2018 (UP TO NOV)

Ø65734offenders were arrested under the provision of Railway Act and realized fine amount of Rs. 2,01,60,151/-.

Ø162  touts, including travel agents, were arrested and prosecuted under section 143 of Railway Act with a seizure of railway tickets valued Rs. 11,62,200/-.

Ø18739 un-authorized hawkers were prosecuted under section 144 of Railway Act and realized fine  amount of Rs. 79,09,081/-

Ø 6336 Persons were prosecuted under section 156 of Railway Act for the offence of Footboard travelling and realized fine amount Rs. 12,44,850/-.

Ø3017  persons were dealt under section 162 of Railway Act and realized fine amount Rs.6,28,680/-

Ø8536 persons were dealt under the provisions of section 25 of the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003. An amount of Rs. 17,07,200/- was collected as fine through challan. Apart from the above, 2686 persons were apprehended and prosecuted under section 167 of Railway Act and realized a fine amount of Rs. 2,68,750/-.

ØRescued 1859 children who were trafficked, Kidnapped,  missing from their homes and were found o­n the platforms/in trains, handed over to various NGOs where they were reunited with parents under operation Nanhe Farishte..

ØSpecial teams for tackling passenger related offences apprehended 133 person involved in theft of passenger belongings. The accused was handed over to GRP for further prosecution.

ØDuring the above period, 22.8 Kgs Ganja bagsworth Rs.14,75,000/- were seized in Bengaluru division and  1393 Nos. of liquor bottles worth Rs.1,36,982/- were seized in Vasco-Londa Sections.

ØOn an average 54 important night bound Mail/Express trains are escorted daily by 168 RPF personnel.

ØWith a Focus o­n Passenger Security and Security of their belongings o­n 691 occasion’s leftover items like 439bags, 51 Laptops, 270 mobile phones, 9 cameras, 14 IPads, cash in Rs.15,37,843/- Electronic items, clothes, ATMs, Debit  cards, DL clothes etc total worth Rs.1,06,80,707/- have been recovered and restored to genuine passengers.

ØTo facilitate the travelling public a Toll free Security Helpline Number-182 is in operation where 73569 calls were received of which 238 were security related and were redressed.

ØApart from implementing Integrated Security System  at Bengaluru, Yesvantpur & Mysuru Railway stations over south Western Railway, 31 Railway stations have further identified provision of CCTV system at 31 Railway stations A1, A, B & C category stations is  over South Western Railway under Nirbhaya Fund.  

ØAn Android app known as ‘SWR Security App’ has been developed by RPF to help the passengers in need of security help. The same can be downloaded from the Google play store. The helpline like can be accessed any time even o­n offline after downloading app.
