ENGINEERING BRANCH

 

 

The Civil Engineering department is under the administrative control of Sr.DEN/Co-ordination/SBC who is assisted by Sr. DEN/Central, DEN/North, DEN/South and Aden's. The Engineering Department maintains the life line of railways i.e. the track, thereby ensuring safe and smooth transit of passengers.

Safety checks both preventive and regular checks are carried out ensure utmost safety to the passengers and freight traffic.

 

 The Safety checks include the following :

  • Daily inspection of tracks .
  • Monsoon Patrolling.
  • Regular track maintaince without affecting the Punctuality of trains.
  • Manning of the level crossings.
  • Installation of Warning boards at level crossings.
  • Gate signals at level crossings to ensure additional safety to commuters.
  • Regular inspection of Bridges.
  • Monsoon patrolling.
  • Patrolling the track during calamities and civil unrest to ensure safety. 

 

Brief history of division

 

Southern Railway came into existence on 14-4-1951 by merging Madras and South Maratha Railway, South Indian Railway and Mysore State Railway; Mysore Division came into existence on 31-10-1956. The Mysore Division has been further bifurcated in two Divisions ex: Mysore and Bangalore.

 

Bangalore division came into existence on 27-07-1981, this division was carved from the part of Madras and Mysore divisions Further, Bangalore Division merged with South Western Railway with Head Quarters at Hubli with effect from 1-4-2003 and now the system encompasses 14 districts of 3 states.

The division has 983.479 Route Kms of track, out of which 638.885 Kms are in Karnataka, 173.671 Kms in Tamilnadu and 171.290 Kms in Andhra Pradesh. There are 120 stations out of which 91 are situated in Karnataka, 14 in Tamilnadu and 15 in Andhra Pradesh.

 SCRAP COLLECTION:

 

As advised by Railway board, efforts were made to remove all the stray Pway material lying alongside the track and stack them at identified places to avoid sabotage of track.

FINALISATION OF COURT CASES :

 

Railway has finalized 10 cases and not single case has been lost and the details of Major cases are as follows.

 

a. Case filed by Vazeer Ahamed for a portion of land in BNC to an extant of 5 acre 30guntas was taken away the control by Enquiry Officer of Land record and handed over to 5 acres to state government and 30 guntas to private party. The value of land is around 250 crores. The case was handled well in JDLR court and Railway has confirmed the ownership with railway records and renamed back to Railway department.

 

b. Supreme CourtCivil Appeal case No.920/ 2008filed by Sri.K.V.Lakshman & Others to an extant of 0.81 acres where Railway has lost the case in Civil & High court was appealed in supreme court and able to prove the ownership with finding out relevant acquisition records from Archieve department. The case was allowed and Civil & High court orders were squashed and case remitted back to civil court for fresh disposal. The value of land is 20 crores.

 

c. RNS & Sangam Case @ YESWANTHPUR- The railway land to an extant 2acres 30 guntas were claimed by 4 outsiders by changing revenue entries illegally. Railway has initiated action against encroachers by taking action under PPE act and filing cases in different courts. The value of land is around 150 Crores.

 

d. The outsiders were claiming railway land to an extant of 1 acre near SBC yard & Railway has filed cases in JDLR court and able to cancel the records created for case purpose in revenue records the outsiders has filed cases in different court including high court the railway contention where upheld. The total worth of land is around 200 crores.

 

e. Railway were able to refix the railway land near Mntri Mall area in Malleshwaram.Mantri people were claiming and Railway has successfully carried out the resurvey with revenue department & other state government along with Mantri people and refix the boundary. Railway has got back about 30 – 35 guntas of land worth 200 crores.

 

STAFF TRAINING

Track maintainer post has been up graded into Gr. IV to Gr. I from Grade pay 1800 to 2800. As per the Railway board order No.2010/CE-1(Spl)/GNS/15/Pt.1 dt.22.9.14 Mate and key man post grade pay has been fixed to Rs.2800 and Re-designated as TM/ Gr. I. Rest of TM from Grade pay 2400 to 1800 will work as TM Gr. IV to Gr. II and they will be involved in various maintenance work of P way. As and when vacancy arises they will be promoted to above mentioned grade.

 

There are 350 Gate man are due for RC from SBC and MYS division during the year 2016-17 in that most of the Gateman are have opted for LARSGESS Scheme appointment and some of them retired. In their place newly recruited RRC gate men have been posted .In the year 2016-17 RC course for Gateman has been conducted and 129 Gateman are attended training. Therefore at present as on date No Gateman is due for RC from both MYS and SBC division. Remaining 221 gateman are opted for LARSGESS Scheme appointment, out of which some of themare retired and many of them crossed more than 57 years and they need not have to attend RC as per Railway board order No.170/2011.

 

There are 100 trolley men are due for RC from SBC and MYS division and 91 trolley men opted from LARSGESS Scheme appointment. In the year 2016-17 RC for trolley man has been conducted and only 9 trolley man are attended RC and remainingare already attendedinitial /induction course at DPWTC/BNC some of them retired and many of them crossed more than 57 years and they need not have to attend RC as per Railway board order No.170/2011.

 

There are 450 RRC and LARSGESS scheme trackman is appointed in the month of Nov-2016, which are 180 from MYS division 240 from SBC division. To clear this IC 8 batches induction/initial course have been programmed from Dec 16 to July 2017 each batch capacity is 60 from both the division and all the back log shall be cleared within 8 months.

 

As per Rly board Order No. 170/2011 dt.29.12.11 those who are aged more than 57 year are expected from undergoing RC and they need not be sent for RC training.
