Duty List of Principal Chief Signal and Telecommunication Engineer (PCSTE)

vOverall in-charge of the Signal and Telecommunication Department of South Western Railway and exercises all coordinating functions.

vControl over Gazetted establishment-deployment, promotion, posting, transfers etc. of the entire department. Cases of creation, extension of Gazetted posts, however, will be dealt with and processed by respective HODs for their area of functioning.

vMatters concerning policy and standards and other important issues in respect of all activities of the department.

vAll matters concerning liaison and general co-ordination.

vHe will be assisted by other SAG officers in their respective fields and personally assisted by Confidential Assistant. 


Duty list of Chief Signal Engineer (CSE)

vIn charge of the maintenance of the Signaling installations on South Western Railway.

vInspection of Signaling installations, Safety audit etc.

vPunctuality of coaching trains in coordination with CPTM and attending punctuality meetings: preventing and follow up action on S&T failures causing detentions to coaching trains.

vInteraction with RDSO on Signaling matters, Signal standards committee meeting, CSE’s conference, MSG (Signaling) meeting etc.

vTests and trials of Signaling equipments and their improvements.

vCorrespondence relating to inspections including those of GM, PCSTE and other HODs and officers from Railway Board pertaining to Signaling.

vCorrespondence relating to General & subsidiary Rules, SEM etc.

vVarious progress reports pertaining to Signaling and follow up action thereon, MCDOs and performance indices.

vDeal with signaling matters pertaining to GM’s conference and PCSTE’s conference.

vCorrespondence relating to safety certificate for new Rolling stock Loco etc.

vFinal approval of signaling plans scrutiny of typical drawings and circuits.

vApplication of CRS’s sanction when required to be submitted at Headquarters level.

vCoordination in respect of plans, estimates and drawings to suit policies laid down by PCSTE.

vIn charge of General office Administration and Maintenance.

vEstablishment matters pertaining to Signaling staff including creation, Selection, recruitment and training.

vEstablishment matters pertaining to office staff including drawing office and gazette officers.

vIn charge of Stores/Material planning and procurement for signaling items required for maintenance.

vTo attend Tender committee meetings for signaling stores required for maintenance.

vTraining programme of officers, Seminars in Railway/Non Railway institutions.

vParliament questions/ M.P references.

vMatters related to account/audit inspection reports, draft paras and work study reports on signaling matters.

vPreparation of Works Programme and estimates for all signaling works including PWP itemized work until they are included in FWP.

vSanction of detailed estimates and revised estimates for signaling works executed by Maintenance Units.

vCorporate planning and Manpower planning for signaling assets.

vAny other item allotted by PCSTE.


Duty list of Chief Communication Engineer (CCE)

vInspection of Telecommunication installations and matters relating to Quad cable laying, VHF, Optic Fiber, FOIS and other telecommunication installations.

vCo-ordination with BSNL with respect to line wire/cable circuits/BSNL telephones.

vProvision and shifting of Telephones as per the policies in force.

vInteraction with RDSO on telecom matters, Telecom standard committee meetings, CCE’s conference, MSG (telecom) meeting.

vCorrespondence relating to inspections including those of GM, PCSTE and other HODs and officials from Railway Board pertaining to Telecom.

vAll telecom matters pertaining to GM’s conference, PCSTE’s conference etc.

vAll telecom correspondence to Railway board, other Railway, RDSO etc.

vExecution and progress of OFC/ 6 Quad cables works.

vVarious progress reports pertaining to Telecom including OFC work and follow up action there on, MCDOs and performance indices.

vMaterial planning and procurement of Telecom items required for maintenance and projects/works, to attend Tender committee meetings regarding telecom items, coordination with stores department regarding telecom items.

vAll MW matters regarding policies, establishment etc.

vEstablishment matters pertaining to Telecommunication staff including creation, selection, recruitment and training.

vMonitoring of performance of telecommunication network including Railnet

vImplementation of FOIS in South Western Railway.

vCo-ordination with RAILTEL, monitoring the progress of FOIS, UTS, COIS & PRS.

vMIS applications in S&T branch.

vComputerization, procurement and AMC’s of PC’s

vMatters related to accounts/audit inspection reports, draft paras and work study reports on telecom matters.

vWorks programme and estimates for all telecom works including PWP, itemized work until they are included in FWP

vCorporate planning and man power planning for telecom assets.

vMonitoring PTCC & SACFA cases of South Western Railway.

vHeading Cipher organization of South Western Railway.

vPublic Information Officer for matters related to RTI.

vAny other item allotted by PCSTE.


Duty list of Chief Signal & Tele Communication Engineer Project (CSTE/Proj)

vProcessing / Coordination in preparation of detailed estimated and sanction for the works under plan head 33 & other S&T works under various Plan Heads appearing in Pink Book and being executed by Project organization.

vPlanning and execution of all the works under plan head 33 & other S&T works under various Plan Heads appearing in Pink Book and being executed by Project Organization including SRSF works.

vMonitoring of physical and financial progress of all the works under plan head 33 & other S&T works under various Plan Heads appearing Pink Book and being executed by Project Organization including SRSF works.

vProcessing of revision in estimates/variation in contracts for the above works.

vAll matters related to progress of major S&T works sanctioned under plan head 33 & other S&T works under various Plan Heads being executed by Project Organization including SRSF.

vCo-ordination with construction organization in connection with progress of SRSF works being executed by them.

vCo-ordination for various meetings at PHOD/CHOD level in connection with review of major works done by Project Organization including SRSF.

vCreation and extension of currency of work charged Gazetted and NG posts.

vMonitoring of budget expenditure of works executed by Project Organisation.

vAny other matter entrusted by PCSTE.
