It is a non-interlocked station with single line working on BWT Jn side and is provided with two running lines and High Level Platform for Road No. 1. The Station Masters Office is situated on the platform of Road No. 1. The code of this station is KQZ. SYSTEM AND MEANS OF WORKING: 3.1 System of working: Trains are worked under "One train only system" with metal token as authority to proceed on KQZ BWT section BWT Jn. is base Station. (Details of working for One Train Only System are given in Annexure 1.) 3.2 MEANS OF WORKING:- Trains are worked under one train only system between BWT and KQZ with BWT as base station the entry of the train into this section is controlled by the possession of OTOS(one train only system) metal token by the Loco Pilot. An emergency metal token is provided at the base station for any contingency. CUSTODY OF KEYS When not in use, the following keys shall be kept in the personnel custody of the Station Master on duty: a)Key of the glass fronted case containing the following keys and equipment:- Key A to operate the points No. 101. Padlock keys of Clamps Padlock keys of Safety Chains. SYSTEM OF SIGNALLING AND INTERLOCKING This station is provided with Non-interlocked working and points are locally operated, speed of the train at the station is restricted to 15Kmph. CUSTODY OF RELAY ROOM KEY AND PROCEDURE FOR ITS HANDING OVER AND TAKING OVER BETWEEN STATION MASTER AND S& T MAINTENANCE STAFF: - N/A- POWER SUPPLY Power supply to the station is from KPTCL TELECOMMUNICATION: Magneto Telephone Communication and BSNL phone as detailed in Appendix "B" are provided for use in train passing duties. Before allowing the any move, the Station Master should ensure that all the points on the required route are clamped & padlocked and the padlock key are kept in his personal custody. ASSURANCE OF STAFF IN THE ASSURANCE REGISTER: - Every train passing staff posted newly at the station or leave reserve staff at the station or regular staff who has resumed his duties after more than 15 days of consecutive absence must go through Station Working Rules in force and give assurance in the prescribed Assurance Register {SR 5.06 (i)}. CONDITIONS FOR GRANTING LINE CLEAR (GR 8.03): As KQZ is a terminal station with BWT as base station. Entry of the train into the section is controlled by BWT. SM/KQZ before granting permission to SM/BWT for starting a train shall advise the gateman of LC 162 @km.144/900-145/000 & LC No.150 @ km.132/700-800 about the train particulars and for clearance of the gate signals in time. He shall also exchange PN with the gateman of LC 163 @ km145/600-700 for the closing and securing of the gate for the train movement. ANY SPECIAL CONDITIONS TO BE OBSERVED WHILE RECEIVING OR DESPATCHING A TRAIN: - 6.2.2.1 Setting of points against blocked line: -This station is provided with locally operated points. Whenever running line is blocked, the locally operated points shall be set against the line of occupation clamped and padlocked. 6.2.2.2 Reception of train on blocked line: - Whenever trains are being received on an obstructed line/blocked line the following aspects are to be complied with: If possible intimate the Loco Pilot through the SM of the rear station. Ensure that the line is clear and free from obstruction up to the point of obstruction on the intended reception line . Ensure that no conflicting movement is permitted. Ensure that a stop hand signal is exhibited at a distance of not less than 45 mts. from the point of obstruction in the direction of approach of the train. Station Master shall also personally ensure that all the points over which the train has to pass are correctly set, clamped, padlocked and the padlock keys are kept with the SM on duty. After complying with the above conditions the train may be received on the form T/509 delivered to the loco pilot of the train at the foot of the approach stop board. 6.2.2.3 Reception of train on non-signalled line: - Refer GR/SR 5.10. 6.2.2.4 Despatch of train from non-signalled line: - Refer GR/SR 5.11. 6.2.2.5 Despatch of train from line provided with common Starter Signal: - N/A. 6.2.2.6 Any other special conditions should be mentioned giving reference to the GR & SR: N/A 6.3 Condition for taking of approach signal The point No. 101 is normally set for Road No. 1 and the key A shall be kept in the personal custody of the Station Master on duty. The Station Master on duty shall ensure that the reception line is clear and free from obstruction up to the dead end and ensure that the key A is in his personal custody. (i) For reception on to road-1 SM shall depute the points man with instruction to proceed to the points and ensure that the points are set and locked to road-1by observing the point indicator and exchange all ready signal with the Station Master on duty and then exhibit proceed hand signal at the point No. 101. (ii)For reception of a train onto Road-2 the Station Master shall depute the pointsman with Key A to point No.101 and arrange to set the point to Road-2 after unlocking the points, clamp, padlock the points and ensure that the points are set to road-2 by observing the point indicator, exchange all ready signals with the pointsman. The Pointsman shall keep the keys in his personal custody & exhibit proceed hand signal at point No.101. 6.3.4 The Loco pilot of the train shall come and stop at the Stop Board provided at a distance of 180 Metres in rear of the Up top point No. 101 and guided by the signal shown by the Pointsman at the point. 6.4 SIMULTANEOUS RECEPTION/DESPATCH, CROSSING AND PRECEDENCE OF TRAINS- N/A- 6.5 COMPLETE ARRIVAL OF TRAINS:- 6.5.1 Station Master shall ensure complete arrival of a train by observing the tailboard/tail lamp during day/night if the train is so berthed as to enable him to observe the tail board /tail lamp from his office. 6.5.2 On complete arrival of the train inside the concerned stop board by exchanging complete arrival signal with the guard of the train. The guard of the stopping train is responsible for indicating the complete arrival of the train to the Station Master on duty by waving his arms four times over head from side to side during day/and by waving a white light in a similar manner during night which shall be repeated by the Station Master moving considerably away from his office as detailed in SR 14.10 (iii) (a) (b).. Note: On arrival of the train the Station Master shall collect the metal token and keep it in his safe custody. 6.6 DESPATCH OF TRAINS: When everything is ready for the despatch of a train the Station Master on duty shall contact the Station Master / BWT over magneto Telephone and inform him that there is a train towards his Station and obtain permission from the Station Master/BWT. 6.6.2 The Station Master/KQZ after ensuring that PN is exchanged with the gateman of LC No.163 at km.145/600-700 and the gateman at the level crossing gate No. 162 at KM 144/900-145/000 is informed as detailed in Appendix A of BWT and accord permission to despatch a train. 6.6.3 SM/KQZ shall inform the gatemen of level crossing gate LC No. 150 at KM. 132/700-800 for closing and locking against the road traffic and clearing the gate signals in time. 6.6.4 (i) For starting a train from Road-1, The Station Master shall depute the points man with instruction to proceed to the points and ensure that the correct setting of points for Road-1 and exchange All Ready signal with the Station Master on duty. SM shall ensure ensure that the key A is in his possession and authorise the train to depart. (ii) For starting a train from Road-2, SM shall depute the pointsman to the point with keyA and ask him to set the point No.101 for road-2. The pointsman shall exchange All ready signals with the SM on duty after after setting the points in favour of Road-2. 6.6.5 The pointsman shall proceed to the road concerned and exhibit proceed hand signal at the foot of the stop board. 6.6.6 The Station Master on duty after ensuring that the correct setting of point through point indicatior/exchange of all ready signal with the pointsman, shall handover the Metal Token to the loco pilot of the train duly obtaining his signature in the register maintained for this purpose. After handing over the metal token the Station Master shall authorise the train to depart by ringing the Station bell. 6.6.7 After the departure of the train, the pointsman shall proceed to the point and set the point to Road No. 2 and extract key A from the point and hand it over to the Station Master on duty. TRAINS RUNNING THROUGH:- N/A- WORKING IN CASE OF FAILURES: - FAILURE OF TRACK-CIRCUITS, POINTS/SIGNALS The point shall be set to the required position clamped and padlocked as per extant instructions. FAILURE OF HOME SIGNAL: -N/A- FAILURE OF STARTER SIGNAL: -N/A- 6.8.4 FAILURE OF INTERMEDIATE BLOCK STOP SIGNAL: -N/A- 6.8.5 FAILURE OF SIGNAL POST TELEPHONE ON IBS SIGNAL: -N/A- 6.8.6 FAILURE OF ADVANCED STARTER SIGNAL (LSS) : -N/A- 6.8.7 FAILURE OF SHUNT SIGNAL: -N/A- 6.8.8 FAILURE OF BLOCK INSTRUMENT: -N/A- 6.8.9 Failure of Axle counter system: -N/A- PROVISIONS FOR WORKING OF MOTOR TROLLEYS/MATERIAL LORRIES: -. The OTOS Metal token is the authority to proceed for motor trolley/materials lorry etc. to work in the block section. Motor Trolley/Material lorry shall be worked as a train as detailed in paras 6.2,6.3 and 6.6 above. On arrival of the Motor trolley, it is the responsibility of the Station Master on duty to collect the Metal Token and secure in the glass-fronted box. 7.0 BLOCKING OF LINES:- 7.1 Whenever a running line is blocked by a stabled vehicle/train the points at either end of the obstructed line shall immediately be set against the blocked line except when shunting is required to be performed on that line. 7.2 Whenever one or more wagon/vehicle fitted with roller bearings are detached from a train and stabled on a running line before such wagons are uncoupled the hand brakes shall be applied. Skids/Wooden wedges shall be used to prevent such wagons rolling down and safety chain also to be used to secure the wagons. When these wagons are kept on running lines, the Station Master on duty shall ensure that all points are set, clamped and padlocked against these lines keeping the keys in his personal custody. 7.3 Whenever train/vehicle/wagons are stabled on any of the running line of the station. It shall be ensured by the duty station Master that the points at either end are set against the running lines. When the train engine is required to be detached, the guard shall ensure that the brake vans brake and hand brake of at least six vehicles at his end are put on. Similarly the loco pilot shall ensure that hand brakes of at least six vehicles at his end are put on. In case the brake van is also required to be detached hand brakes of six more vehicles at his end or put on before detaching the brake van. It shall be ensured by duty station Master. In case of passenger carrying train, the hand brakes in the Guards brake van at the rear and in the additional brake vans if any, on the formation shall be securely screwed ON. Hand brakes, if provided on any other coaching vehicles like ICs shall also be applied. In addition to the above, skids and safety chains are put on and vehicle are well secured to prevent them from running away 7.4 While handing/taking over charge of duties, the outgoing/incoming duty Station Master shall specifically mention in the Station Diary in Red ink. Whether the running line are obstructed or clear and if obstructed the details of obstruction, which the incoming Station Master shall note and attest the entry. ` SHUNTING:- (GR/SR 5.13 to 5.23) The guard of the train shall supervise shunting under the instructions by the Station Master on duty. When there is no guard, the Station Master on duty shall himself supervise shunting. 8.1.1 Metal token is the authority to perform shunting in the Station Limit. 8.2 Shunting in the face of an approaching train: -N/A 8.3 Prohibition of shunting, special features if any: - Hand shunting/loose shunting of vehicles/wagons at this station is strictly prohibited. While performing shunting at falling end of the yard, it should be ensured that an engine is attached at the falling side(YNK side) of the gradient to prevent vehicles escaping into the block section. Whenever vehicles are left on the running line, the person in charge of shunting shall ensure that they are coupled together, brakes of brake van and those of at least 6 vehicles at both ends, are applied, skids are placed and safety chains are used to prevent the vehicles from gaining momentum. 8.4 Shunting on Double line: - N/A- 8.4.1 PROCEDURE FOR SHUNTING DURING FAILURE OF SHUNT KEY: - N/A- 8.4.2 SHUNTING DURING SUSPENSION OF BLOCK INSTRUMENT: -N/A- 8.4.3 Shunting in the siding: - N/A ABNORMAL CONDITIONS: - THE RULES TO BE OBSERVED IN THE EVENT OF ABNORMAL CONDITIONS: - During failure of electrical communication instrument: - Refer ANNEXURE-1 for details. ii. The authority to proceed in the occupied block section in case of obstruction of line or accident etc: -. Break Down Special/Relief train/Engine shall be sent into the Block section on account of obstruction of line or accident etc, by issuing emergency OTOS metal token. iii. Trains delayed in block section: - Refer Annexure-1 for details. iv. Failure of Intermediate Block Stop Signal at ON: -N/A- v. Failure of Axle Counter Block/BPAC: - N/A- vi. Failure of MTRC: - (Mobile Train Radio communication) N/A. Procedure for emergency operation of points by crank handle: - N/A- Certification of clearance of track before calling-on signal operation is initiated: - N/A- d) Reporting failure of points, Track circuit/Axle counter and interlocking: - Any point failure shall be reported by SM on duty to the concerned P.Way/signalling Maintenance Staff (TECH.ES/JE/SE/Sig) responsible for attending to the failure and only after receipt of the written memo from the P.Way/signalling Maintenance Staff (TECH.ES/JE/SE/Sig) on rectification of the fault, SM on duty should restore the normal working. The entries in failure register to be done with message to the Section Controller. TOTAL INTERRUPTION OF COMMUNICATION: - Refer ANNEXURE-I for details TEMPORARY SINGLE LINE WORKING ON DOUBLE LINE SECTION: -N/A- DESPATCH OF TRAINS UNDER AUTHORITY TO PROCEED WITHOUT LINE CLEAR TO ASSIST THE CRIPPLED TRAIN SR. 6.02 (i) Refer para 6.0 of annexure-I for details 9.4 Caution order Caution order if any shall be issued by duty SM to loco pilot and ALP guard of all stopping trains. Appropriate entries shall be made in the trains signal register regarding its issue against the trains entry, caution order register shall be maintained by duty SM separately and entries are brought forward as per extant rules. VISIBILITY TEST OBJECT: N/A- ESSENTIAL EQUIPMENTS AT THE STATION:- The Station Master shall ensure that the prescribed number of the essential equipment listed in Appendix E are made available exclusively for train passing duties. Station Master on duty shall be responsible to keep the required number of the essential equipments neat and in good fettle to be used whenever required. The LC is under the control of SSE/P.Way/KQZ. A.1.2 This interlocked Engineering level crossing provided with Lifting Barriers and provided with two-aspect lower quadrant motor operated signals with G marker operated from the 2-slide instrument provided at the level crossing. These slide instruments are unlocked by the boom locking keys, which are released from the single lever ground frame. A.1.3 Magneto Telephone Communication is provided between this level crossing and the Station Master/KQZ. A.1.4 The LC is protected by up and down gate signal with `G' marker provided at a distance of 407 & 41O metres from the LC respectively. The signals are electrically operated from 2-slide instrument provided in the gate lodge. This instrument is unlocked by boom locking key-G1 released from the single lever frame in the gate-closed condition and the description of the slides are as follows: 1.Down gate signal 2.Up gate signal A.1.5 Before permitting SM/BWT to start an Up train or before starting a Down train to BWT the Station Master on duty at Kolar shall advise the gateman the particulars of the train with its number, description and direction of movement and probable departure time from BWT or KQZ. A.1.6 On receipt of the advise from the Station Master, the gateman shall acknowledge the advise by repeating the train particulars of the train and take off the gate signals as detailed below well in time. A.1.7 The gateman shall lower the lifting barriers and extract the winch key from the winch, insert the same in the single lever ground frame and unlock then reverse the lever. This will lock the boom and releases the boom locking key G1. Extract the boom locking key and insert the same in the 2-slide instrument and unlock the instrument and takeoff the required up or down gate signal. The signals are visible from the place of operation to ensure that the correct aspect is displayed. The SM and the gateman on duty should record the details of the train including the time of advise in the register maintained separately for this purpose. NOTE:- The responsibility of taking off of the gate signals in time lies with the gateman on duty. A.1.8 After the passage of the train the gate man shall put back the signal to `ON' position and ensure that the signal assume the `ON' position and extract the boom locking key G1 from the two slide instrument, insert and unlock the single lever ground frame, then normalise the lever which will unlock the boom and releases the winch key. Extract the winch key from the single frame, unlock the winch and raise the boom for the passage of the road traffic by rotating the winch handle in the required direction. A.1.9 When the gateman fails to acknowledge telephone call or during failure of telephone communication the SM/KQZ shall advise SM/BWT to issue Caution Order for an Up train and also issue Caution Order to the Down train before despatch. A.1.10 The gate signals are provided with motor operation. In case the gate signal is struck up in `OFF' position, the gateman shall try to put back the signal arm to `ON' position and advise SM/KQZ to take necessary action to arrange to rectify the defect, Who shall arrange to issue caution order to the LP of the train to stop at the signal even if it is in off position and be guided by the gateman for passing the LC gate. Note: Any damage to the gate shall be reported to the SE/P.Way of the section for immediate attention and rectification. Till it is restored the emergency gate chains shall be used for the train movement. A.2.0 ENGINEERING LEVEL CROSSING NO. 162 AT KM. 144/900-145/000 between BWT-KQZ A.2.1 The Engineering level crossing LC No. 162 AT KM. 144/900-145/000 is an A class gate and is normally kept open for the road traffic and manned round the clock by gateman one man each in 12 hours shift under essentially intermittent roster issued by Sr.DPO/DPO/SBC. The LC is under the control of SSE/P.Way/KQZ. A.2.2 This interlocked Engineering level crossing provided with Lifting Barriers and provided with two-aspect lower quadrant motor operated signals with G marker operated from the 2-slide instrument provided at the level crossing. A.2.9 When the gateman fails to acknowledge telephone call or during failure of telephone communication the SM/KQZ shall advise SM/BWT to issue Caution Order for an Up train and also issue Caution Order to the Down train before despatch. A.2.10 The gate signals are provided with motor operation. In case the gate signal is struck up in `OFF' position, the gateman shall try to put back the signal arm to `ON' position and advise SM/KQZ to take necessary action to arrange to rectify the defect. Note: Any damage to the gate shall be reported to the SE/P.Way of the section for immediate attention and rectification. Till it is restored the emergency gate chains shall be used for the train movement. A.3.0 Engineering non-interlocked LC No.163 at km.145/600-700 between KQZ and BWT. A.3.1 This is a 'C' class non interlocked engineering level crossing provided with lifting barriers, situated in BWT-KQZ block section. The normal position of this gate is kept closed and padlocked against the road traffic and the padlock keys are kept with the gateman on duty. These gates are manned round the clock by gateman, one gateman each in 12 hours shift under essentially intermittent roster issued by DPO/SBC. This LC is under the control of SE/P.Way/KQZ. A.3.2 Magneto telephone communication is provided between this level crossing gates and the SM KQZ office as detailed in Appendix 'B'. A.3.3 Before granting line clear to BWT for an Up train or before despatching a Down train, the SM/KQZL shall call the attention of the gateman on phone and advise them the particulars of the train with its number, description and direction of movement and probable time of departure from KQZ or from BWT and communicate a private number with time to the gateman on duty. A.3.4 The gateman of the gates on getting the advice must acknowledge by repeating the particulars of the train and ensure that the level crossing gate is closed and locked against the road traffic for the passage of the train and communicate his individual private number with time as an assurance to that effect to the SM. A.3.5 The private number given by the SM constitutes an assurance that he had informed the gateman about the train movement and the private number given by the gateman constitutes an assurance that the LC gate is in its normal position i.e. kept closed and padlocked against the road traffic. The Private numbers exchanged between the SM and the gateman (with the time and the train particulars), shall be recorded in the private number exchange register specially maintained for this purpose at the station and at both the gate lodges. The gatemen shall also record the time at which the train actually passed through their gate. A.3.6 The gateman must whenever it is required to open the level crossing gate for the passage of road traffic, the gateman shall ascertain from SM on duty on phone regarding movement of train. The SM on duty, if there is no train to enter into the block section shall authorise the gateman to open the LC gate for road traffic by giving a private number with time to the gateman. After getting the private number from the SM on duty before opening the LC for road traffic, the gateman shall fix a Banner Flag during day or hand signal lamp with red light during night in the middle of the track on either side of the gate and shall then open the gate for road traffic. Immediately after the passage of the road traffic the gate man shall close and lock the gate against road traffic, remove the Banner flag/Red lights and then give a private number with time to the SM on duty. A.3.7 The private number given by the SM constitutes an assurance that he had permitted the gateman to open the gate for road traffic. The PN given by the gateman constitutes an assurance that he had closed and secured the level crossing gate against the road traffic. The PNs shall be recorded along with time in the concerned PN exchange register maintained both at the gate lodge and at the station, by SM in the train signal register below the last train entry in red ink A.3.8 In case of failure of telephone communication between station and the level crossing or when the gateman fails to respond to the telephone calls, the SM/KQZ {SR 16.03 (iii)(b)(1) (i)} to issue caution order to all Down trains entering the block section and also advise Station master/KQZ to issue caution order for all Up trains entering the block section {SR 16.03 (iii)(b)(1) (ii)} The Loco pilots must observe the instructions contained in SR. 16.03(iii)(b)(2)(i). The SM/KQZ shall advise the TECH.ES/JE/SE/SIG for early rectification. A.3.9 Any damage to the gate shall be reported to the SE/P.Way of the section for immediate attention and rectification. Till it is restored the emergency gate chains shall be used for the train movement. NOTE: 1.When a train/shunt movement for which arrangements have been made to close the LC gates against road traffic and private numbers exchanged between the SM on duty and the gateman is cancelled due to any reason, the SM on duty shall advise the gateman accordingly and give him a private number in confirmation of the cancellation of the movement. The Private Number shall be recorded in the remarks column against the train entry both at the station and at the gate lodge. APPENDIX `B' SYSTEM OF SIGNALLING & INTERLOCKING: B.1.1 This is a Terminal Station set to non-interlocked standard provided with key locked points/Locally worked points. B.1.2 Point indicators are provided for the point Nos. 100 & 101 to indicate their position. B.1.3 Stop Boards are provided on Road No. 1 and 2 at either end. B.1.4 Board to read Stop and wait for hand signal is provided at a distance of not less than 180 metres in rear of Up top Point No. 101 for the incoming loco pilot to stop at the stop board and guided by the hand signal exhibited by the points man at the point and a caution indicator is also provided a distance of 1200 metres in rear of this stop board. B.1.5 Up outer most facing point No. 101 is provided with hand plunger bolt key lock with key A normally kept with the Station Master on duty at KQZ and point No. 100 is operated locally. B.1.6 Key A normally kept with Station Master on duty at this Station and will be issued by him to the pointsman whenever the train is to be received on Road-2 or for shunting. For reception of the train, position of the points shall be ensured by the SM on duty as per para 6.3.2. During shunting operations, this shall be ensured by the guard of the train. In his absence by the person in charge of shunting. B.1.7 The Guard of the train is responsible for supervising shunting. The points must be set, padlocked, manned and proceed hand signal shown at the points before allowing any movement of vehicles over the points. B.1.8 Whenever the key A controlling the point cannot be released from the point, the point must be set and clamped and padlocked before allowing any movement of vehicles over the points and manned. B.1.9 The speed of the train over the facing point is restricted to 10 KMPH. B.1.10 Whenever there is a failure of key locking arrangements, the same shall be advised to Tech.ES/JE/SE/Sig. Of the section for immediate rectification. B.1.11 Warning Board is provided at a distance of 1008 m in rear of Up Gate Signal of L.C.No.150 at km. 132/700-800. APPENDIX C Raksha Kavach - N/A - PPENDIX D DUTIES OF THE STAFF D.1 STATION MASTER: a. The Station Master on duty is responsible for all operations in connection with the train working at this Station. He shall ensure the clearance of running line before permitting any movement. b. He shall ensure that the key , A which was given to the pointsman, is returned back before despatch of any train from Road-1. c. Inform the gateman of engineering level crossing gates provided with phones from this Station. d. Supervise the shunting in the absence of the Guard. e. Ensuring the correct setting of points during reception/despatch of trains, complete arrival of trains, issue of Caution Order. f. Maintain the prescribed register and adhere to all instruction relevant to him as laid down in the Station Working Rules, GRS, BWM and Accident Manual and other instructions issued from time to time. D.2 POINTS MAN /PORTER:- The Points man/Porter shall assist the Station Master for the Reception and Despatch of trains by doing the following work. a. Operation of points under the supervision of Guard/Station Master. b. Shunting operation c. Cleaning of points d. Lighting of Point indicator. e. Exhibit proceed hand signal at the stem of the Stop Board. f. Any other operating work as directed by the Station Master. g. Keeping the Station Essential Equipments clean and tidy. h. Handing over the metal token to the Loco pilot. D.3 GUARD OF THE TRAIN a. Supervise the shunting operation as per the instruction of the Station Master on duty. b. Ensure his train is berthed within the fouling mark. D.4 The duties mentioned above are not exhaustive. All staff is required to adhere to the relevant duties assigned to them by General Rules, Block Working Manual and Accident Manual, and the instructions issued from time to time by the Divisional Officers/Supervisors with all promptitude and prudence with a view of achieving better result in safe and efficient transportation. APPENDIX `F Rules for working D class stations, Halts, IBH, IBS and Outlying sidings: - N/A APPENDIX `G Rules for working of trains in electrified sections: - N/A ANNEXURE-1 WORKING TRAINS UNDER "ONE TRAIN ONLY SYSTEM" BETWEEN KOLAR AND BANGARAPET Jn 1.0 Trains are worked under "One Train only system "between Bangarapet Jn. and Kolar Stations with BWT as base station and KQZ as terminal station. Only one train shall be in the section at a time, under this system of working. 1.1 The authority to proceed for a train to enter BWT-KQZ section is the metal token bearing the inscription as "One train only" Bangarapet Jn-Kolar. Before despatching train Station Master/KQZ shall obtain permission from Station Master/BWT. 1.2 Loco pilot of the train shall not take his train into the section unless he is in possession of the metal token under the system of working. 1.3 Immediately on arrival of a train at KQZ, Station Master on duty at KQZ shall secure the metal token, lock in a box specially provided for this purpose and retain the key of the box in his personal custody. The SM on duty shall not take the metal token out of the box except when handing it over to the loco pilot of the train to enter KQZ - BWT section 1.4 The SM/KQZ shall satisfy himself that the train has arrived complete not only by observing tail Board/ tail lamp but also by obtaining signature of the guard in the train signal register. 1.5 The loco pilot of the train shall on returning to the base Station (Bangarapet Jn) hand over the metal token to the SM on duty at BWT. The SM on duty at BWT is also responsible for promptly recovering the metal token from the loco pilot. He shall satisfy himself that the train has arrived complete and immediately secure the metal token in the box. 1.6 The SM/KQZ shall also maintain a separate Train Signal Register wherein he shall enter the train number description of the train, the time of handing over of the metal token to the loco pilot, the time of departure of the train from the Station and arrival at BWT. 2.O. ACTION TO BE TAKEN BY THE SM WHEN THE METAL TOKEN IS LOST OR DAMAGED (13.-3(IV)(A) 2.1 An emergency metal token is kept in a box locked and sealed in the duty Station Master's office at BWT and the key of which shall be kept in the personal custody of the Station Master on duty. If the metal token in normal use is lost or damaged so that it requires replacement, the Station Master on duty, shall bring in to use the emergency metal token. The SM on duty alone, in the exceptional circumstances referred to above, is authorised to break the seal, open the lock and make use of the emergency metal token as 'Authority to Proceed' for train to work on the section. 2.2 Whenever the Station Master of Bangarapet Jn makes use of the emergency metal token, he shall record the details of the fact the circumstances under which it was brought into use and the time in the Train Signal Register. He shall also advise the SM/KQZ and Traffic Inspector of the section, SMR/SBC,CPRC/SBC, CCRC/SBC, CCRC/SGT and SSE/C&W/BWT the loco foreman and Divisional Railway Manager by special letter. The SM/KQZ shall also record the fact, in the Train Signal Register. On receipt of letter from SM/BWT, DRM/SBC will arrange to issue a duplicate metal token through the Traffic Inspector. The Traffic Inspector shall put into use the duplicate metal token after restoring the emergency metal token into the box and reseal the box at BWT. and advise SM/KQZ to this effect, with copies to all concerned, make entries in red ink in the train signal register. In case the original metal token, which has been lost, is subsequently traced, it shall NOT be handed-over as an `Authority to Proceed' to any Loco pilot. The SM shall immediately return it to the DRM/SBC advising the Traffic Inspector of the section. 3 .O PROCEDURE IN CASE OF ACCIDENT OR DISABLEMENT OF TRAIN (GR.13.O4) If the train becomes disabled and required assistance or if an accident occur which renders it impossible for the train to proceed the train shall be protected in accordance with the provision of GR 6.O3 in the direction from which assistance if necessary being obtained. The guard of the train or the loco pilot in case of light engine shall convey the message to the SM/BWT and SM/KQZ about the nature of the disability and assistance required through mobile phone or portable telephone supplied to guard, as a part of equipment, connecting to Magneto Telephone line (Painted RED) which is connected to BWT and KQZ. In case it is not possible to transmit the message through the Magneto Telephone/mobile phone, he shall proceed to the nearest telephone communication available, and call the numbers given in Annexure II. for transmitting information. The list of availability of DOT phones and the telephone connections are given in WTT. In case under inevitable circumstances the engine has to be detached viz, due to derailment of coaches etc., the train engine can be detached and taken to station ahead for required assistance , while doing so, the vehicles should be secured by applying hand brakes etc. Under such circumstances the rake detached shall be protected In accordance with GR 6.O3. When the guard is required to proceed to convey information, he shall instruct the loco pilot in writing to keep the train stationed until his return and obtain the acknowledgement from the Loco pilot. If conveyance is available to reach the nearest point of phone, either guard himself or a competent messenger may be sent to convey the message. The SM/BWT on receiving such information, (if it is SM/KQZ, he shall communicate this information to SM/BWT.), shall Contact control and arrange to restore the disabled train as directed by competent authorities. The guard of the disabled train is responsible for the protection of the train as well as passengers until the restoration of the disability. The above instructions are applicable to Loco pilot/DAT in absence of the guard. 4.O LEVEL CROSSING GATES: There are three level crossing gates between BWT and KQZ. The guard of all trains are provided with portable Magneto Telephone with poles as part of Brake-van equipment in the BWT-KQZ section. In case of emergency, the guard shall contact the station through this phone by connecting to Magneto phone line (Painted Red) and convey the information. The guard should also use any one of the phones given in Annexure-II if they are very close for immediate conveyance of the information. 1. Magneto telephone communication is provided between KQZ and engineering level crossing No. 162 at Km. 144/900-145/000,LC No.163@ km.145/600-700 and LC No.150 @ km.132/700-800. The SM/BWT shall ensure provision of portable Magneto Telephone to light engine before handing over metal token and obtain an acknowledgement from the Loco pilot. The Loco pilot will make use of this Magneto Telephone in case of any emergency. 6.1 The following information, which is furnished in the Annexure-II, enclosed to SWR as well as the list, issued by SM/BWT to the guards and loco pilots, who work in BWT-KQZ section shall be secured as part of W.T.T. 1.
