RAIL VIKAS NIGAM LIMITED (RVNL) HOLDS “NATIONAL CONFERENCE o­nSTRATEGIC PLANNING FOR FASTER EXECUTION OF SIGNAL AND TELECOM INTERLOCKING WORKS IN RAIL INFRA PROJECTS”

 

A  National conference on Strategic planning for faster execution of Signal and Telecom interlocking works in Rail Infra Projects was held under the aegis of RVNL at Bengaluru from 25 to 27th April to discuss the speedy delivery of the infrastructure projects  on Indian Railways. The conference deliberated o­n the strategies for provision of state of art signal and telecommunication systems in  the o­n-going projects over Indian railways by RVNL. The planning and design related issues and aspects concerning with the supply chain of safety equipment as well as building up of capacities to meet with the present challenges were also discussed.

 

Shri Sanjay Dungrakoti, Principal Executive Director(Signal & Telecom), RVNL, New Delhi has chaired the conference and addressed the session .He stressed upon achieving the objective of RVNL towards fulfilling its commitment for timely execution of Railway projects and meeting the targets of Railway ministry. Shri K.A Manoharan, Commissioner of Railway Safety , Southern Circle has addressed the conference o­n various safety related issues during project execution. He called upon the need for adherence to the highest standards and uncompromising quality of the work during the execution of works. Shri Akhil Agrawal, Principal Advisor, Shri D.R.Pal , Executive Director, Kolkata were the dignitaries present during the conference. The Project Heads of Signalling and telecommunication from various Project Implementation Units across the country have participated in the conference

 

The RVNL, a Government of India enterprise under the Ministry of Railways involved in creation and augmentation of capacity of Railway infrastructure o­n Indian railways. RVNL is a Mini Ratna PSU is tasked with carrying out planning, development, resource mobilization and execution of Railway related projects. Signal and telecommunication wing plays a key role in planning, designing, installation and commissioning of  state of art signal interlocking systems o­n the Rail network, so as to enhance safety of train operations and throughput in terms of handling increased train traffic over Railway network.

 

During the conference, the strategies for faster delivery of projects keeping safety of passengers as paramount importance were discussed in detail. The new technologies to be introduced for enhancing the safety and faster operation of trains, supply chain management issues involve in project execution, Human resource development for ensuring highest quality standards in the projects, Skill development programs for unemployed to impart the skills and knowledge o­n Signal and Telecom systems keeping the severe scarcity of skilled technicians for project execution, the development of  executive agencies for handling different modules of the projects effectively were deliberated. A host of speakers from Railways/RVNL and Industry    presented their views o­n implementing efficient measures which can bring in a quantifiable change to lend pace to the completion of S&T works in a shorter time frame. The Signal and Telecommunication equipment manufacturers, who are major stakeholders in signalling projects of RVNL have come up with elaborate action plan to cope with the present challenges in design and delivery of the projects.


The conference laid thrust o­n the fact that the signal and telecommunication is a very critical component of passenger safety and comfort. The Non-interlocking works entail cancellation and regulation of trains services in the section during migration from old systems to new systems which leads to inconvenience to the Rail passengers. Brainstorming sessions in the conference, deliberated upon various technical aspects involved during the non-interlocking works and came up with plans so as to reduce the Non interlocking period thereby minimizing passenger inconvenience. Also o­n the challenges of timely delivery of signalling works in the  infrastructure projects o­n Third line/Doubling/Electrification works like optimisation of supply chainof key stake holders, the Signalling layout planning anddesign .
