SIGNAL & TELECOMMUNICATIONS DEPARTMENT

Signalling is the most important aspect of Railways that ensures that trains pass through the stations safely. This is a type of communication conveyed to the drivers by the Station Master whether the train can enter / depart from a station or on which line the train is received which enables drivers to control the speed at which train can pass over station.

This is also a system, which eliminates the human failures while dealing trains. The design of signaling and different types of equipment used ensures a fail safe operation.

Different electrical means like Track circuits, lever locks, relays, Axle counters, Dataloggers, Panels, Contactors, different kinds of batteries, chargers, generators, Block instruments, solid state interlocking devices etc are integrated in a manner that ensure safety. There are 89 number stations in Mysuru division and 117 number of level crossing gates having Interlocking.

Being part of the most preferred and economical mode of transport, communication is pivotal in the Rail Industry. Telecommunication being a fast-developing field has been making the work practices more convenient for employees and journey of a passenger more comfortable progressively.

Mysuru Division, South Western Railway has witnessed quite a distinct transformation in its communication means from its birth. It has strived hard to incorporate technology advancements within the Railway system to improve the system of working adding to the efficiency. Mysuru Division provides connectivity between major IT Centres, Heritage Sites, Tourist Places, and Freight Business Locations etc.

Mysuru division covers 1141Route Km of Broad-Gauge line which is well connected by multiple means of communication as on date. The various modes employed to establish connectivity between/within stations in the jurisdiction and with other Railway Zones are discussed thenceforward.

Media and Route Diversity

Overhead ACSR Lines were the connecting medium over which critical circuits like Block Circuits, Section Control, Emergency Control & LC Gates were connected. The same circuits were then transferred to underground Quad cable that alleviated most of the reliability issues and other inconveniences of overhead lines. The entire zone is connected with underground 6 quad cable amounting to 1141 Route Km.

Optic fibre cables brought in more efficient and reliable communication mode decreasing the frequent need for maintenance. With the use of Optic media more sophisticated equipments like the STM-1, STM-4 and STM-16 were introduced to the working system, exponentially increasing the channel capacity for multiple circuit connectivity between stations for continued service.

As on date, division’s route Km that amounts to 1141 Km, is laid with OFC for connectivity of crucial circuits like Train Control, STD circuits (PRI), Passenger Reservation and Unreserved Ticketing System channels, Video Surveillance, Freight Operation Information System, E-office , Video Conference, NGN inter railway network links etc.

Train Traffic Communication

For punctual and efficient running of trains, total track area under division’s jurisdiction is divided into smaller control sections where train movements are monitored and controlled, and overall traffic movement is regulated. This sectional control communication is provided to all stations, connecting them to Divisional Headquarters.

Emergency Control Communication is another most critical means of communication provided at every kilometre along the total track distance with the Divisional Headquarters. This form of communication is essential at times of emergencies to alert the Headquarters. Total of 1139 EMC is operational over Mysuru Division.

Control communication saw a phenomenal change with the advent of Optic fiber technology increasing the reliability and efficiency compared to Quad Cable. However, Emergency control is continuing on 6 quad cables. There has been a transition in the control phones utilised by the controllers and station masters from the STC key technology to DTMF.

As a pilot project Mysuru Division pioneered the VoIP based Train Control Communication System (TCSS) first for its kind in Indian Railways in 18 station between Sampige Road to Birur Junction including major Junctions such as Arsikere and Hassan. A total of 150 Kms has been covered under the VoIP based TCCS communication system.

Passenger Amenities

The most drastic advancements have been witnessed in the sector of passenger amenities. During the formation of the division, the passenger amenities included manual announcements, mechanical clocks, conventional display boards for coach guidance, train indication including single line and 5 line boards.

At present, South Western Railway offers its passengers the most sophisticated services to make their travel experience more comfortable right from the purchase of tickets to alighting the train at the destination station.

The main and primary amenity provided at a station is a clock. Mechanical clocks have now been replaced by digital clocks synchronised with GPS. Public Announcement which was earlier performed manually has been replaced by microprocessor based Digital Passenger Announcement System (DPAS) and PC based announcement systems.

The Integrated Passenger Information System installed at many important stations combines public announcement system, Train Arrival/Departure Display Boards and Coach Guidance Display Boards on a single system. Important stations have been provided with true colour display boards replacing the conventional ones. Electronic Train Reservation Charts are also provided at important stations.

Video surveillance system has been introduced to assist the Security Department at multiple strategic locations at important stations. Integrated Security System has been made functional over Mysuru division at Mysuru, Hassan and Shivamogga with connectivity to Divisional Railway Manager/ Additional Divisional Railway Manager and Chief Health Inspector to monitor cleanliness of platforms through ISS cameras. The stations are covered with CCTV and further stations are planned under VSS which is being executed by Railtel Corporation of India Ltd (RCIL).

Wi-Fi:

In addition to the Passenger Amenities provided, free Wi-Fi is provided in 92 stations of the division by Google, RCIL and Tata Trust.

e-office:

e-office has been implemented over Mysuru division for paperless and digital correspondence and working successfully.

VHF Radio Mobile Communication

VHF Base Station of 25W and Walkie Talkies of 5W are utilized for wireless communication for operation and maintenance functions including communication between Driver-Guard, Stations, RPF and other departments. VHF communication is also critical at Accident spots for relief and restoration arrangements.

Data Networks of South Western Railways

Several applications like Passenger Reservation System (PRS), Unreserved Ticketing System (UTS), National Train Enquiry System (NTES), Freight Operations Information System (FOIS), Coaching Operations Information System (COIS) etc allow passengers/customers to avail services offered by Railways. 94 UTS/PRS Locations, 21 FOIS Locations, 11 Railnet Locations, 10 Exchange Locations and 1 NGN Locations are networked across the entire stretch of Mysuru division with multiple redundant paths to ensure uninterrupted services and better deliverance.

INNOVATIONS AND BEST PRACTICES

Apart from the regular maintenance work, the division has taken up various innovative works for implementation of advance technologies like-

Provision of Emergency NI panel

With advancement in Railway Signalling, the present policy provides for provision of Electronic Interlocking for all stations, with Dual Operator VDU (SM Panel) Interface. The logically driven Electronic Interlocking is more secured and failsafe unlike Conventional RRI/PI system, where in any unsafe scenario like lightening, false feed or cable defect or any other reason will make the system to go to shutdown / kill mode. The system once enters to shutdown mode due to any cause – the provided Operator VDU will be blank. There arises a situation where in Station Master (SM) is unable to view yard position and no other options to deal the trains on signals. Dealing of trains becomes critical in such situations, which directly affects the normal working of train traffic and may result in punctuality loss. In order to address and resolve the above scenario and to handle the safe movement of trains with minimal detention, Mysuru Division has successfully carried out Emergency Control Panel work at TTR station of Mysuru Division on 08.02.2020. TTR station in South Western Railway is a typical 4 road station (D/L) with Medha EI (Dual VDU), 2 No’s traffic LC Gates and UFSBI Block interface (Deltron Make).

Factory Acceptance Test (FAT)

FAT Setup installed for Medha Electronic Interlocking (EI) system at S&T/Control room/MYS.

Signalling Asset and Inspection Management System

An initiative to digitize the signaling assets data and various signaling gears parameters during supervisor’s inspections and by this digitalizing planning can be achieved for replacement of over aged/worn out signaling gears. By this system SMS alert can be obtained for replacement of S&T gears well in advance before completion of their codal life.

HUMAN RESOURCES PRACTICES

BEST MAINTAINER OF THE MONTH:-

Sr.DSTE/MYS has taken initiative to morally boost and encourage the working culture among the Signal & Telecommunication staff of MYSURU division by granting them “BEST MAINTAINER OF THE MONTH” in the form of cash award within the JAG officer powers.
