Complaint Policy

  1. Genuine corruption complaints are solicited.As complaints are solicited for identification of vigilance related issues on SWR, relief as such in the matter to the complaint is only incidental to the vigilance action. Grievances or redressal of administrative delays/policies should not be the focus of complaints to the vigilance. These matters should be addressed directly to concerned authorities.

  2. The complaint should be written, signed, with full communication address along with mobile number and email ID, if any. The genuineness of a person complaining has to be ensured. The complaint should be devoid of unparliamentary language and must follow decorum of decency.

  3. The complainant should note:

    • Corruption complaint can be lodged only against Railway officials over which Chief Vigilance Officer, South Western Railway has jurisdiction.

    • Complaint should be addressed directly to :
      The Chief Vigilance Officer,
        South Western Railway,
          III Floor, East Wing, Rail Soudha,
            Gadag Road, Hubballi – 580020.
      Complaints should not be marked as a copy to CVO/SWR. Complaints can also be lodged over phone on Rail Madad at 139.

    • The pre-requisite for vigilance investigation of such complaints is that the complaint should be invariably self signed and contain the name and address of the complainant.

    • Any complaint that does not bear the name and address of the complainant is an anonymous complaint. A complaint which does not bear the full particulars of the complainant or is unsigned or is not subsequently acknowledged by a complainant as having not been made is a pseudonymous complaint.  Both anonymous and pseudonymous complaints are not entertained.

    • Another prerequisite is that complaints must be specific with complete factual details and verifiable facts relating to corruption and related matters. It should not be vague or contain sweeping general allegations.

    • The complainant who for valid & acceptable reasons desires that his identity be withheld while processing the complaint, then such complaint may be addressed to Secretary, Central Vigilance Commission, New Delhi and should be super-scripted "Complaint under the Public Interest Disclosure" on the envelope.

    • Complaints marked to a large number of functionaries are not acted upon.

    • Complaints which are vague or not verifiable facts are also not acted upon.

    • Unnecessary correspondence in the matter is not entertained. Also neither the report nor action taken is advised. However it is ensured that each complaint is registered and acted upon as per the above and in terms of Indian Railways Vigilance Manual (copy available on website).

  4. False complaints reflect corrupt minds. In case the complaint is found to be motivated or vexatious, appropriate steps against such complainants can be taken.

  5. As regard complaints against tenders/selection, it is clarified that vigilance would not interfere in any ongoing process as the intention is not to stop the work in the organization.
