INTEGRATED SECURITY SYSTEM

(i) Integrated Security system on the Railways.

Railway Board vide Lr .No. 2007/SEC (SPL)/200/5, Dt. 23.09.2008 and 24.09.2008 advised to implement integrated security system consisting the following broad areas.

a.CCTV system.

b.Access control.

c.Personal and baggage screening system.

d.Explosive detection and disposal system.

 

CSC/SWR/UBL advised vide L.No CXC/P.119/BDDS/08, dated 21.10.2008 that the following railway stations in Bengaluru Division have been identified to implement integrated security system under outright purchase.

1.Bangalore City

2.Yeshwantpur

 

(ii) Proposal made by the Division.

Bengaluru Division had initially sent a proposal detailing the following requirements at an approximate cost of Rs 12.83 crores.

The ISS contract for installation of equipment was given to M/s. HCL Info systems Ltd. Noida on 31.05.2012 with target date for completion of the work by 21.09.2014.

 

The ISS control room is located at RPF Post on PF No.5 of Bengaluru City Railway station and at RPF Post on PF No.1 of Yesvantpur Railway station. 08 LCD monitors at Bengaluru City and 03 monitors at Yesvantpur are being used for monitoring CCTVs.

02 Nos Under Vehicle Scanning System have been installed at SBC, One at the main entry and another at 2nd entry. The system provided at the main entry has not been integrated with the ISS control room. The system provided at 2nd entry is being manned by RPF staff in general shift.

 

Under Vehicle Scanning System at YPR has been installed near the entry to PF No. 6.

 

 

03 Sniffer Dogs allotted under ISS have been procured on 01.04.2016. The pups have undergone training at Podanur, Tamilnadu.

 

(iii) To be installed.

02 Nos Baggage Scanning system allocated under ISS i.e., one for SBC and one for YPR are yet to be provided.

(iv) Shortfall and reasons

Since the X- Ray baggage Scanners allotted under ISS are not sufficient. A proposal was made for procurement of 03 Nos baggage scanners under M&P 2014-15. But the same has not materialized.

 

Door Frame metal Detectors have not been allocated under ISS. Hence 25 DFMDs have been procured under revenue grant.

(v) Additional Information.


Old Cameras.

 

Earlier to implementation of ISS, 40 CCTV cameras at SBC and 10 cameras at YPR were installed under the old system.All these cameras were released by S&T Project, SBC for relocation/adjustment of height. Out of the above so far 13 old cameras have been re-installed and connected to the main system at SBC.

 

The contract agreement with M/S HCL Info Systems Ltd was terminated on 11.12.2015 vide CSTE/Project/UBL letter No UBL/SG/SWR/Proj/ISS/2010-11/Contract Vol.III due to inadequate progress of ISS work and unable to complete the work in stipulated time period of contract. Fresh detailed tender is being processed by CSTE/Project/UBL for executing the balance portion of ISS work with comprehensive AMC of three years.

 

NIRBHAYA FUND:

As per the directions of Railway Board, 11 stations of A1, A & B categories have been identified for installation of CCTV cameras under Nirbhaya Fund in SBC Division.

OPERATION “NANHE FARISHTEH”

          Railway being a mass transit organization is plagued by social problems affecting common man.  One of the delicate problems faced is child trafficking and run-away children and destitute women/children. An innovative campaign/drive was introduced w.e.f. May-2017 over South Western Railway namely “Operation Nanhe Farishteh”.The basic aim of the operation is to identify the culprits involving in child trafficking and identifying run-away children and reuniting with their Parents/Guardians through NGO’s after counselling.

          Every Post In-charges have formed team of officers and staff who are attending the trains/platforms and keeping a look out for suspicious looking persons accompanied by children and questioning them to ascertain if they were traffickers.  They are also identifying run-away/destitute children/women and handing over them to nominated NGOs for rehabilitation and reunion with Parents/Guardians.  On the same lines, a special team has been formed under the charge of a Gazetted officer, sub-ordinate officers and other ranks including Women Constables who move in the trains through out the zone.  During the drive, runaway children/destitute children/women were rescued, details of which are given below;

EFFORTS TAKEN BY RPF AGAINST PASSENGER OFFENCES

 

Detection of IPC offences by RPF in the year 2016 & 2017 (Up to Sept)

 

1) On 02.01.2016, ASIPF/SBC with staff of SBC Post handed over one LAP TOP thief by name Ravi aged 40 yrs, S/o Thimmaraya Naidu to RPSI/SBC with a bag containing one Toshiba make Laptop, valued Rs. 25,000/- for further course of action.RPSI/SBC connected the recovered property and the accused person to his station Cr. No. 01/2016 U/s. 379 IPC.

 

2) On 02.07.2016 Shri. K.G.Mallesh, ASIPF/BNC @ KJM with staff Shri.Shivashankar, Con.308/KJM-OP handed over a person by name R.Vignesh aged 19 Years, S/o. G.S.Rajendran , found with stolen mobile phones to RPSI/BNC for further course of action. On the same day, RPSI/BNC registered a case in his station Cr. No.69/2016 u/Sec. 379 IPC and took up further investigation.

 

3) On 26.07.2016, Joint Team of RPF & GRP/SBC apprehended five Persons by name A1-Marappa, A2-Shankara, A3-Vittla, A4-Ramesha, A5-Sharnabasappa who where in possession of02 Nos of Knives’, 02 Nos. of Wooden Canes and Chilli Powder about 100 Grams making preparation for looting passengers. In this connection, RPSI/SBC has registered a case in his station Cr.No.156/2016, U/s. 399 & 402 IPC, dated 26.07.2016 and took up further investigation.

4) On 25.09.2016 on a source of information that some unscrupulous persons are roaming with canes and knives taking shelter in bushes near Binny Mill area at Bengaluru Railway Station, the joint team consisting of RPF & GRP conducted raid in between 18.30 &21.30hrs and apprehended 05 suspected criminals.  On thorough interrogation by GRP, they revealed their names as [1] Vijay [2] Narayana [3] Vadivelu [4] Manu [5] Kumara and they admitted that they are hiding in the bushes with an intention to loot the public passing through by the side of track on knife point. Further, 02 Nos. of knifes, 02 Nos. of Wooden canes and 100 Grams of Chili Powder were seized by them.  In this connection, RPSI/SBC registered a case in his Station Cr.No.219/2016, U/s.399 & 402 IPC, dt: 25.09.2016 and took up further investigation.

 

5.On 28.09.2016, during the checking of empty rake of Tr.No.15228 Muzafarpur-Yesvantpur express by RPF staff of Yesvantpur at Yesvantpur yard, 03 gunny bags suspected to be containing Ganja leaves and Powder found underneath the seats in General Coach No.GS-14412 were seized by you and later handed over to the concerned agency.

6. On 11.10.2016 at about 18.30hrs, on reliable source of information that some unscrupulous persons are roaming with canes and knives by taking shelter in bushes near Binny Mill area at Bengaluru Railway Station, the joint team of RPF & GRP conducted raid in between 18.30hrs and rounded off the area and apprehended 06 suspected persons by name [1] Santhosh Naik [2] Suku Gowda [3] Mallikarjuna [4] Rousham [5] Babu [6] Kisan Panduranga Chauhan, who admitted that they are hiding in the bushes with an intention to loot public and passengers passing through the said area.Further 02 Nos. of knife, 02 Nos. of Wooden canes and 100 Grams of Chilli Powder pocket were seized from them.In this connection, RPSI/SBC registered a case in his Station Cr.No.246/2016 U/s.399 and 402 IPC, dt.11.10.2016 and all the accused persons are remanded to Judicial custody.

Detection of IPC offences by RPF in the year 2017 (upto Sept)

 

1.On 09.03.2017 at about 10.30hrs, on reliable source of information the joint team of RPF & GRP under the directions of Shri.Kadappa, ASI/GRP/SBC, arrested two persons who were found without any travel authority in Tr.No.17209, Ex. SBC-CCT, Kakinada Express on PF No.1 of Bengaluru City Railway station.On keen observation, said two suspected persons are closely behaving with the Passengers and their actions were in suspicious manner and found in possession of 03 Mobile handsets and Tab valued Rs.33,000/-.On enquiry, they did not give any reasonable reply and revealed their names and address as [1] Anand, S/o.Late.Ramaiah, R/o No.48, Ambedkar Road, Bekkarale, Koppa, Hobli Maddur Taluk, Mandya Dist. [2] Eshak, S/o Nissar, R/o Ishak Masjid, Sunday Bazaar, Bommanahalli, Bengaluru.Later, the joint team checked and enquired about any missing of such items in T.No.17209, Kakinada Express, but none of the passengers are come forward to report missing of mobiles.As their attitude and behavior was in suspicious, a case was registered by RPSI/SBC in Cr. No.87/2017, U/s.41[D] and 102 Cr.PC and 379 IPC against them and further investigation was taken up.

2.On 10.03.2017 at about 06.30hrs, on a source of information the joint team comprising of GRP and RPF conducted a raid at Portico & PRS area of SBC Railway Station, and apprehended one person who was moving near PRS counter in suspicious manner and in possession of cash Rs.1820/-. During the interrogation he revealed his name and address as Afzal Mohammed aged 25yrs, S/o Noor Mohammed, R/o No.111, Near Baramala Temple, Kushalanagara, Kodagu Dist and confessed that he picked the pockets of three passengers at Bengaluru City Station in the recent past and spent the stolen booty on alcohol, Cigarette, playing cards and on food.The said apprehended person was arrested and was connected to RPSI/GRP Station Cr.No.56/2017, Cr.No.80/2017 and Cr No.81/2017 U/s 379 of IPC 1860. He was produced before Hon’ble JMFC Court and remanded to JC.

3.On 20.03.2017 on reliable source of information, a joint team consisting of RPF & GRP staff during confidential watch at Bangalore City Railway station, apprehended two persons by name [1] Shivananda, S/o. Kallappa [2] G.Ramesh Gowda while who werefound loitering in a suspicious manner and later they were found in possession of 04 Nos. of luxurious Mobile Phonesviz. 02 Nos. of Sony Mobile Phones and 02 Nos. of Samsung Mobile Phones, total valued Rs.65,000/-.On interrogation, they confessed that they had committed theft of said Mobile Phones from Passengers.In this connection, a case was registered by RPSI/SBC in Cr.No. 102/2017, U/s. 379 of IPC against them and accused persons were produced before Hon’ble Court of IV ACMM, Bangalore, where they remanded to Police Custody for further recovery for properties.

4.On 23.03.2017 at about 05.30hrs, on reliable information about 4 to 5 persons are making preparation and hiding in the bushes towards Mysore Outer Signal, Binny Mills, Bangalore, Special team consisting of CIB/SBC viz.Shri.H.K.Doddaiah, ASIPF/CIB/SBC, Shri.M.M.Ramaiah, HC/CIB/SBC with staff and SI/GRP/SBC and staff were rushed to the spot, detained 04 persons by name [A1] Manjuntha @ Manja @ Dasa aged 30 years S/o Shivegowda, R/o.Jutte, Hallibare Grama, Chennarayapatna Tq, Hassan Dist. in possession of one Chopper[A2] Nanda Kumar @ Nanda. Aged 20 years, S/o Late Ravikumar, R/o Royal High School, Near Ramaiah Garden, Kadogodi, Bangalore, in possession of one wooden handle Knife [A3] Rajesh, Aged 19 years, S/o Nagaraj, R/o Dinnoru, Near Mariyamma Temple, Vasavinagar. Hosur, Tamil Nadu, in possession one Lathi[A4] Murugeshan, Aged 28 years, S/o Rajesh, R/o #03, 1st Cross, Shivana Kovil street, Vellur Main Road, Katapadi, Vellur Dist, Tamilnadu, in possession of one Pocket of Chilli Powder. On enquiry, they revealed that they are planning to commit Dacoity with the Passengers who alighted in that spot.They were arrested and seized the weapons with them and taken in to custody by RPSI/GRP.After adopting all legal formalities, a case was registered by RPSI/SBC in his Station Cr.No.0109/2017, U/s.399 and 402 IPC.All the accused persons were produced before Hon’ble Court of 4th Addl. ACMM/SBC @ Home Office with Remand Application where they were remanded to Judicial custody up to 06.04.2017.

5.On 25.03.2017 at about 06.00hrs, during confidential watch by Joint team consisting of RPF & GRP at Portico/Circulating area of Bangalore City Railway Station, observed one person loitering in a suspicious manner and approaching Passenger with some Electronic goods.Shri.Renukappa, HC/GRP/SBC approached and enquired about him.On witnessing uniform personnel, he took his heels duly leaving behind said item.On alarming RPF staff rounded off and detained said person, caused enquiries about his identity and items, but he hesitate to give satisfactory reply.As such he was taken to GRP Station/SBC for further enquiry.On enquiry, he revealed his name and address as Purushothama, Aged about 25 Years, S/o.Krishna, R/o.92, Bhudigundi, Halebeedu, Belur Taluk, Hassan District and he did not produce any Bill/Receipt for possessing 05 Nos. of Mobile Phones and 03 Nos. of Laptop, total valued Rs.2,34,000/-.On strong suspicion that the electronic gadgets are suspected to be stolen, the same were seized and arrested him and a case was registered by RPSI/SBC in Cr.No.112/2017, U/s.41(D) and 102 Cr. PC, U/s.379 IPC, Dt.25.03.2017.

 

6.On 28.03.2017 at about 15.30hrs, Special Squad of TOPB headed by CIB/SBC along with GRP/SBC during their confidential watch on PF No.08 and while attending SMET [ShimogaTown] Passenger Train, noticed one person was loitering suspiciously in the crowed of Passengers.He was detained and on enquiry he revealed his name and address as Arjun Ramesh Karigara @ Arjja, Aged about 25 years, S/o.Late.Parusurama, R/o, 1st Cross, Gangadhar Nagar, Christian Colony, Doddamuni Colony, Hubli, Dharwad Dist., During enquiry, said person took his heels.Immediately, Shri.R.K.Pandey, CON/RPSF/5th Bn @ SBC and Shri.Mukesh Meena, CON/RPSF/5th Bn @ SBC and CIB/SBC staff catch hold him and taken to GRP Station.After due enquiry, a case was registered by RPSI/SBC in his Station Cr.No.115/2017, U/s.379 IPC and he was produced before Hon’ble Court of 4th ACMM/SBC and taken him to Police Custody up to 31.03.2017 for further interrogation.

 

7.On 04.04.2017 at about 07.00hrs, during confidential watch the joint team of CIB/RPF/SBC & GRP apprehended one person by name Sagar Naik aged 25 years, S/o Kirthan Bere, R/o Kiyar tranging Village, Ukanda Post, Thirumuga District, Odisha, who was found loitering on PF No.10/SBC Railway Station in suspicious manner.He was taken to GRP for further enquiries by RPSI/SBC. During the course of interrogation, he revealed that, on earlier four occasions he had committed theft of cash from Passengers at SBC Station and voluntarily produced cash of Rs.4950/- which was connected to pending cases of RPSI/SBC [1] Cr No. 104/2017 U/s 379 IPC (Rs.100/-), [2] Cr No.15/2017 U/s 379 IPC (Rs.1240), [3] Cr No.17/17 U/s 392 IPC (Rs.1290) and [4] Cr.No.57/2017 U/s 379 IPC(Rs.2320).After observing all legal formalities, he was produced before Hon’ble Court of 4th Addl. ACMM/Bangalore where he was sent to Judicial Custody.

 

8.On 18.09.2017 at about 18.00hrs, Shri.Z.R.Khan, IPF/CIB/SBC with TOPB Team of SBC Division along with GRP staff while on confidential watch against TOPB offenders at PF No.02 of Ramanagaram (RMGM) Railway station, detained one person by name Zameer Pasha aged 32yrs, S/o Abdul Azeez Pasha, R/o Iqbal compound, 2nd cross, Hunasnahalli Road, Ramanagar, whose movement was found in a suspicious manner. On enquiry, it was noticed that he was in possession of 4 mobile phones valued Rs.21,000/- and he revealed that he had committed theft of these mobiles from Passengers at Bengaluru City (SBC) and Ramanagaram (RMGM) Railway Stations and sold 7 such mobiles of different companies to one person by name Gurumurthy aged 23 years, S/o.Shivanna, working as Mechanic in an Auto Garage, Channamanahalli, Ramanagara Tq and Dist. He has also revealed that about 15 days back he sold 10 to 15 mobiles to one Nadeem, owner of a Mobiles Shop at RMGM Town and to one Rakesh of Balageri, RMGM.Further, he sold 25 mobiles and 20 mobiles to his friend by name Satheesh for monetary gain.Further, as led by the said Zameer Pasha residing at Channamanhalli, RMGM Taluk, seized 07 mobiles valued Rs.60,000/- and Zameer Pasha and Gurumuthy were apprehended by ASI/GRP/SBC with the assistance of RPF/TOPB team and a case has been registered in RPSI/SBC Crime No.284/2017 U/s.41 (c & d), 102 Cr.PC r/w 379 of IPC and case is under investigation by ASI/GRP/SBC. The total value of the property seized Rs.81,000/-. The accused persons A-1 and A-2 were produced at house office of the Hon’ble JMFC/RMGM on 19.09.2017 where both the accused persons were sent to JC till 03.10.2017.

PASSENGER FACILITATION AND REDRESSAL OF PUBLIC GRIEVANCES MECHANISM:

 

(i) Working of Helpline; An exclusive 24 X 7 RPF Helpline with Mobile Phone No.9731666725 has been launched to facilitate the needy women passengers. The Helpline Number of RPF has been displayed at prominent places in coaches including ladies compartments and at prominent places in Railway stations to enable them to contact in case of any emergency.

(ii) Toll free Security Help Line No. 182 has been launched to facilitate the needy train passengers. During the year 2016, 148 calls and in the year 2017 up to June 34 calls have been received from Passengers and rendered necessary assistance.

(iii) Complaints received on WEB portals:

Apart from the above Security Helplines, complaints are also received through WEB portals viz., COMS, CPGRAMS and SMS were also attended by the RPF staff and officers of this Division and grievances are redressed.During the year 2016, 230 such complaints received and in the year 2017 upto June, 62 complaints were receivedand redressed.

 

(iv) Intensive drive against stone pelting.

All out efforts have been made to identify the location/section prone for incidents of stone pelting and the following action is being taken.

 

a.Conducting surprise checks specially during dawn and apprehending the unwanted elements on the railway tracks.

b.Conducting awareness campaigns to educate nearby residents and school going children.

c.Track patrolling at frequent intervals in the affected areas and section prone for stone pelting.

d.Organizing `awareness campaigns’ and distributing pamphlets to nearby residents.

e.Educating school children duly explaining them about the dire consequences of stone pelting.

f.Counselling the nearby residents and school children to immediately inform RPF/GRP in case they notice any person indulging in stone pelting on moving trains.

 

On 29.04.2017 a special drive was conducted in between 16.00 to 21.00hrs in the section between Banasawadi(BAND) & Hebbala (HEB) Railway stations under the supervision of Sr.DSC/SBC against the anti-social elements who are pelting stones and creating nuisance by the side of he track in the section.03 GOs (Sr.DSC/SBC & 02 ASCs), 05 Officers and 20 staff of RPF & RPSF have participated in the special drive.During the drive, one four wheeler vehicle bearing Reg. No.KA-04/B-9527 was dumping garbage in the Railway premises near LC gate No.144 at a distance of 100mts.Immediately the driver and the vehicle were taken into custody of RPF for having trespassed, creating nuisance in the Railway land. During the drive, a total of 17 miscreants/unwanted elements were apprehended and were prosecuted by registering cases in BYPL RPF.OP.During the course of above drive in the section it was noticed that the Railway land was encroached by outsiders and more than 100 huts were erected in between Railway compound wall and track in between LC No.143 and 144 A. Immediately, ASC/SBC on the instructions of Sr.DSC/SBC contacted DEN/Sourth and SSE/P.Way/HSRA and informed the matter and advised them to organize eviction of unauthorized huts in the Railway premises.Accordingly on 04.05.2017, Officers and staff of RPF, GRP, Local Police and Engineering department mobilized sufficient manpower and conducted eviction process.The process commenced at 10.00hrs and was completed at 18.30hrs and a total of 104 unauthorised huts were evicted.Photographs and videography was also taken during the course of eviction and few photographs are herein enclosed for kind perusal.

(v) Intensive drive against gambling in trains.

On 20.05.2017, Sr.DSC and both the ASCs of SBC Division with sufficient men in uniform and mufty conducted raid in Tr.No.56524 ex.HUP-SBC Passenger at Rajanukunte Railway station at 08.30hrs on the gamblers were playing in R/SLR of the said train.During the drive 08 offenders involving in gambling were arrested and handed over to YNK.OP.  Cases against all the 08 offenders were registered u/sec.145(b), 147 & 155(1a) of Railways Act and were fined Rs.1600/- each.While conducting special drive against gamblers in the said train, one person found carrying gas cylinder was also apprehended along with few unauthorized vendors.   As a part of special drive the special team attended Tr.No.17211, 17308 & 17603 at Yelahanka station, apprehended petty offenders and trespassers/nuisance creators in the station area. All were handed over to YNK.OP and were prosecuted accordingly.

(vi) Drive against Eunuchs over Bengaluru Division:

During the year 2016 and 2017 (upto Sept) frequent drives have been conducted in trains and Railway premises against the menace of eunuchs demanding money from the travelling public.

The action taken against the eunuchs is as mentioned below.

          In the year 2016 a total of 228 eunuchs were arrested and prosecuted under various sections of Railway Act.       In the year 2017 upto Sept a total of 137 eunuchs were arrested and prosecuted under various sections of Railways Act.

(vii) Attending Twitter complaints:

The RPF staff of this Division are attending Twitter complaints immediately and rendering necessary assistance to the travelling public.In that during the year 2016, a total 74 and in the year 2017 upto September 27 twitter complaints were attended and necessary assistance rendered to the needy passengers.

In that on 16.10.2016 at about 17.50hrs, Shri.G.C.Eashwarappa, ASIPF/ZSCR/UBL conveyed a message of Railway Board/NDLS vide CD No.3332 to DSCR/SBC that one bonafide Passenger by name Shri.Amit Agarwal, travelling in Coach No.S-3, berth No.33 to 38 by Train No.56213, Ex. CMNR-TPTY Fast Passenger tweeted to Railway Board about travelling of unreserved passengers and occupation of berths by unreserved passengers and sought for necessary assistance. The same was conveyed to Shri.K.V.Prabhu Jothi, SIPF/SBC, who was looking after the duties of SIPF/MYA.OP for necessary action.On arrival of the said train at 18.31hrs, Shri.K.V.Prabhu Jyothi, SIPF with Shri.Siddaraju, HC/RPF and Shri.Manjunatha, Constable/GRP attended the said coach, cleared maximum number of unreserved passengers from reserved coach promptly and shown devotion towards his legitimate duties in accommodating them in General Coach within the available time. After attending said complaint, Shri.K.V.Prabhujothi, SIPF, ensured both the Constables to get down safely from the moving train which was started at 18.33hrs and while he was getting down, slipped from the coach and sustained severe injuries on left leg and head.Immediately, Shri.Ashok, ASI/GRP/MYA, who was available on platform has also rushed to the spot and shifted the injured SIPF with the help of RPF & GRP staff to Govt. Hospital, Mandya.After examination by the Government Doctor, he was declared as brought dead.

  

Drugging Awareness Campaign:

 

The jurisdictional in charge officials of Post/Out Posts along with DTF staff are conducting awareness campaign in the Coaches of important sensitive night bound trains against drugging & theft of passenger belongings over Bangalore Division duly distributing Pamphlets among the passengers, alerting the passengers through Megaphone not to accept any eatables & drinks etc. offered by the unknown passengers, briefing about the Modus Operandi of criminals and consequences faced by the Passengers. Apart from the above, stickers in all the coaches are pasted in the conspicuous place to educate the public. Pamphlets and ticket covers containing anti drugging slogans are being distributed to the passengers.

 

The jurisdictional in-charge officials have been suitably instructed to take precautionary measures and to keep close watch on all originating trains by way of taking videography in the coaches and conducting the anti-drugging awareness.

All general coaches are videographed through ‘X Mar’ sensor camera while conducting the anti-drugging awareness.

The pocket-size Photo Album containing photographs of drugging and TOPB criminals are distributed to beat duty staff and train escort party for easy identification and apprehension.

Anti-sabotage checks by supervisory officers has been introduced in vulnerable section/trains.



Utilization of services of Drone to keep watch on suspected sabotage section during Republic Day

On 22.12.2016 at about 23.57hrs, while Tr.No.11022 Ex.Thirunalveli (TEN)-Dadar (DR) express was on run at KM No.34/300 near Toppur (TPP) Railway station in Bengaluru-Salem section. The Loco Pilot by name George Peterson and Asst. Loco Pilot by name J.Hussain have seen some concrete slab kept on track and he tried to slow down the train, which was in 40 KM speed but the train ramped over the cement slab and dragged about 100 meter and stopped. On observation noticed that 10 Nos. of Trolley refugee cement slabs (4 x 1½ feet x 3 inches in size) are crushed. The cattle guard of Loco No.WDP4/20059/KJM was slightly bent and damaged. No damage was caused to the track.On 01.01.2017, the Naxal Special Division(NSD) Wing of ‘Q’ branch, Tamilnadu arrested one Maoist by name Srinivasa aged 52yrs S/o Gopal, Alankari village, Dharmapuri Dist., Tamilnadu, said to be involved in the incident, and was handed over to Mathikonepalyam Police Station, where a case was registered in Cr.No.1/2017 u/sec.13(1)(b), 29, 38 of Unlawful Activities (Prevention) Act-1967.Thus the incident has proven to be the act of Naxals.

Such incidents become more significant in view of three recent incidents of train accidents in Pukhrayan (UP), Rura (UP) and Kuneru (AP) leading to loss of large number of lives and injuries to the travel public.Specific intelligence inputs also indicated that forces inimical to the state have contemplated to cause sabotage on mail/express/passenger trains during Republic Day Celebration.  In view of the same the HQrs has issued to keep a constant watch in the sabotage vulnerable area of this Division by utilizing the modern methods.  CSC/SWR has informed that GM/SWR has personally approved the proposal for hiring Drone to keep vigil in the Naxal affected section.  Accordingly the Drone was hired on the night of 25/26.01.2017.  Since the area near Toppur(TPP) in SBC-SA section was already affected with Naxal activities, it was decided to use Drone to capture the activities of that area on the night of 25/26.01.2017 and due to using of the Drone no activities of Naxals in the area are reported.  An amount of Rs.28,750/- (Rupees Twenty Eight thousand Seven Fifty only) has been charged by the Firm for providing the Drone on the night of 25/26.01.2017. 

(v) Preventive measures taken against passenger offences:

Random checking of passenger’s luggage and baggage at Entry/Exit points on platforms by RPF in co-ordination with GRP. HHMDs & DFMDs are being utilized for checking at important Railway stations i.e. at Bangalore city and Yesvanthapur; where there is heavy flow of passenger traffic.

Walkie-Talkie handsets and CUG mobile phones are provided to the train escort party besides dragon searchlight, Arms and ammunition, FIR Forms, Feedback Forms etc for effective communication while escorting.

The Sniffer dogs, DFMDs, HHMDs are utilizing for checking of passengers and explosive materials.

Checking of entry of unauthorized persons in to Railway premises is being carried out and regular drives are being conducted against offenders under Railways Act.

The RPF incharge officials of Post/OPs have been suitably instructed to attend & check all passenger trains which are running over their jurisdiction.

Photos of Drugging Criminals, Pick Pockets and Railway criminals are displayed in Rogues’ Gallery in RPF Posts/Assistance booths to identify them by Public and make the train escorting staff familiar with the description of criminals and to identify them easily.

RPF assistance booths which are functioning round the clock at important stations over Bangalore Division are having important Phone Nos. of nearby Hospitals, Police Stations, officials, Local Administration, Bus Terminals, etc to facilitate the passengers.

Close liaison is being maintained with the State and Central Intelligence Agencies besides maintaining co-ordination and sharing the information with the GRP/Local Police authorities.
